Facility reservations
Facilities reserved will require a non-refundable deposit of $150 or 30 percent of the rental fee, whichever is greater. The deposit shall be payable with the completed application. All verbal reservations will be held for a maximum of 30 days. The deposit will be applied to the facility rental costs.

NON-FAIR EVENTS USAGE APPLICATIONS

Any application received by the Non-Fair Events Office that is not completely filled out will be returned immediately. Please be sure to complete the entire application, indicating set up times, event times, dates and clean up times. Also be sure to indicate if you will be serving or selling alcohol. Number of tables and chairs MUST be indicated.

SET UP / CLEAN UP

Lessee shall be allowed one set up day for preparation for the event. If more than one day is requested for set up or clean up, the rate of one-half of the daily rate per day will be assessed. The Department will determine the additional length of time allowed.

The following equipment is available from the Illinois State Fairgrounds upon request.  All equipment MUST be requested on the Non-Fair Events Usage Application.  The equipment rental fee, plus labor fees for delivery/pick-up are additional expenses.

 Limited six-foot long and five-foot long banquet tables and chairs are available in designated facilities on the fairgrounds.  If additional tables and chairs are desired, you MUST request them in advance through the Non-Fair Events Office.  If approved, there is a cost for rental and labor to deliver and pick up any additional equipment or items requested.  Any special utilities, crafts labor, services, materials, delivery or pick up will be additional expenses.

CONCERT SET-UP RATES

Equipment rental and labor rates for the set-up of risers and crowd control gates for concerts held at the Illinois State Fairgrounds are charged in the following package plans:

Extra risers or crowd control gates may be added to a package at a rate of $26.00 per item (includes labor). If less than 25 risers and 12 crowd control gates (Package D) are required for set-up, individual equipment rental and prevailing wage rates will apply. Package rate also includes electrician overtime to turn power on and off for concert unless an electrician is needed for the duration of the concert. Then, electrician labor will be charged at the prevailing wage rate with a minimum 3 hours charged.

CONCESSION / VENDOR RATES - RATE IS $5.00 PER FRONT FOOT (10' MINUMUM) PER DAY OR NEGOTIATED PERCENTAGE OF GROSS RECEIPTS PLUS APPLICABLE ELECTRIC FEES

Lessees of facilities desiring food and/or beverage concession space must provide the Non-Fair Events Office with the names and addresses of such concessions.  Such concessions shall contract directly with the Non-Fair Events Office.  The fee is $5.00 per front foot per day (10' minimum) or a negotiated percentage of gross receipts.  $1 million general liability insurance with the IL Dept. of Agriculture listed as additional insured is required for all such concessions.  All concessionaires must contract with the Non-Fair Events Office prior to event.  All food vendors offering food at an event that is open to the public must contact the Illinois Department of Public Health at least two weeks prior to said event.

ELECTRIC FEES FOR ALL CONCESSIONS/VENDORS/EXHIBITS -- $30.00 ELECTRICAL HOOKUP FEE FOR ALL OUTSIDE HOOK-UPS PLUS DAILY ELECTRIC CHARGES AS FOLLOWS: 

30 amps - $10.00 per day,
60 amps - $15.00 per day, and
100 amps - $25.00 per day

INSURANCE -- $1 MILLION DOLLAR POLICY IS REQUIRED

General Liability -  $250,000.00 per person; $500,000.00 per occurrence and $250,000.00 property damage.  In addition, Lessee should have Workmen's Compensation in the amount required by law, if applicable.
Dram Shop - $500,000.00 per person; $500,000.00 combined; $500,000.00 property damage and $500,000.00 loss of support.
THE IL DEPARTMENT OF AGRICULTURE, ITS OFFICERS, EMPLOYEES, AGENTS AND DIRECTORS MUST BE LISTED AS ADDITIONAL INSURED FOR GENERAL LIABILITY AND DRAM SHOP.

 

Livestock Scales
Livestock scales may be needed during the event. If department scales are requested, the fee for use, testing and calibration is $200. Please advise the department of your needs on the non-fair usage application.


General Parking
Agri-Expo west end - Coliseum/Livestock Center car and pickup truck parking
center end - Artisans Building parking
east end - Illinois/Exposition Building parking

Central Avenue - During horse/cattle events, Central Avenue becomes one-way beginning at the Livestock Center east to the Coliseum. In the one-way area, only trailer loading and unloading is allowed. Central Avenue east of the Coliseum may be used for car and pickup truck parking only (no trailers).

Islands - Islands north of the Coliseum may be used for car and pickup truck parking only (no trailers).

Lot 3 - Lot 3 west of the Livestock Center may be used for car and pickup truck parking only (no trailers).


Horse/Cattle Trailer Parking
Horse/cattle trailer parking will be designated for individual shows at the time of contractual arrangements. Trailers will only be allowed to park in designated areas.

There is absolutely no car, pickup truck, trailer or camper parking allowed near barns. All fire lanes must be left open. Any violations are subject to towing off the grounds at the owner's expense. Please notify all show participants.

Security
The lessee shall be responsible for all costs of additional Illinois State Fairgrounds security as deemed necessary by the Non-Fair Events Manager. The department reserves the right to determine the level of security staffing needed. Primary security is to be provided by the Illinois State Police or the Sangamon County Sheriff's Office. It is the lessee's responsibility to contact the appropriate police authority.

Set Up/Clean Up
The lessee shall be allowed set-up or clean-up time for the event. If more than one day is requested for set up or clean up, the rate of one-half of the daily rate per day will be assessed. The additional length of time will be determined by the Non-Fair Events Manager.

Use of the fairgrounds facilities requires cleanup of all areas that are used. Multi-day events are required to have daily cleanup. Contact the Non-Fair Events Office for an approved list of janitorial services who have indicated an interest in providing this service.

Cleanup must be done immediately after the event or completed by 12:00 p.m. the following day. The Agriculture Department expects the facility or area used to be as clean after the event as it was before. The entire area used will be inspected and must be approved by the Buildings/Grounds Office.

All charges for service must be negotiated between the lessee and the janitorial service. The State has no involvement in the rate charged and makes no endorsements.

Checks should be made payable to the janitorial service and sent to the Non-Fair Events Office, Illinois State Fairgrounds, P.O. Box 19281, Springfield, IL 62794-9281 at least three weeks prior to the event. The Non -Fair Events Office will release janitorial service checks when the cleanup is approved.

Lessee is responsible for furnishing paper towels, toilet paper, soap and garbage liners as part of the janitorial agreement.


Rules for Clean Up of Facilities

The following facilities require a specific janitorial checklist for cleanup. The checklist will be a part of the janitorial contract issued prior to the event. This checklist must be completed and signed by the janitorial service after final cleanup. The signed checklist must be returned to the grounds office before final approval and release of payment.

For events using facilities other than those listed above, the following general rules apply:
1) RESTROOMS - Clean all restrooms used. Clean toilets, wash basins, mirrors, stall panels, walls, floors and, if applicable, water fountains. When specific outside areas are used, all restrooms near the event and parking areas are required to be cleaned.
2) PARKING AREA - Pick up refuse in all areas used for parking, including Happy Hollow, parking lots, islands, streets and any other areas.
3) TABLES AND CHAIRS - The lessee is responsible for setup, cleaning, folding and stacking of tables and chairs.
4) FLOORS - Sweep and scrub/mop floors.
5) OUTSIDE AREAS - Pick up refuse in immediate area outside of the buildings and remove from grounds.
6) CONCESSION AREAS - Clean all concession areas and remove refuse from grounds.
7) CAMPGROUNDS - Clean all campsites used and remove refuse from grounds.
8) REFUSE REMOVAL - Supply dumpsters for refuse, and empty all refuse barrels. All refuse must be removed from grounds.

Sound and Light Equipment
Sound and light equipment may be needed during the event. The Coliseum and Livestock Center are the only facilities with a permanent sound system. It is the lessee's responsibility to make all arrangements for rental of sound equipment with a separate contractor and operation of any such equipment with the Stage Hands Local 138, c/o Dick Goyne, R.R.1, Box 151, Sherman, IL 62684; 217-496-2942.


Telephone Service

The department provides one complimentary telephone service line in the office of the following facilities: Artisans Building, Coliseum, Exposition Building, Illinois Building, Livestock Center and Orr Building. If telephone service is requested for any other location within these facilities or elsewhere on the grounds, the rates listed below are applicable. Telephone service may be provided solely through the Agriculture Department system or jointly with Ameritech. In both circumstances, a telephone service request form must be completed and submitted with payment at the time of request. If requesting through Ameritech, you must also contact Ameritech directly.
